SME grants Spain 2023: Next Generation EU programmes, Kit Digital digitalisation aid, ENISA participatory loans, CDTI R&D funding and regional internationalisation grants.

The grants landscape for SMEs in 2023 was dominated by the deployment of European Next Generation EU funds and the launch of programmes under Spain's Recovery, Transformation and Resilience Plan (PRTR). The window of opportunity was broad, but the execution deadlines — expiring in August 2026 — demanded agility in applications and implementation.

Main Funding Lines

Kit Digital: The SME and self-employed digitalisation programme continued with significant funds available for small businesses (3-9 employees and fewer than 3 employees). Process management, internet presence and e-commerce solutions were the most in demand. Aid amounts ranged from €2,000 for micro-enterprises to €12,000 for companies with 10 to 49 employees, channelled through accredited digitalisation agents.

CDTI Programmes: The Centre for Industrial Technological Development maintained its preferential loan lines for R&D&i. SMEs with technology innovation projects could access funding of up to 75% of the project budget, with non-repayable tranches of up to 33% for projects with a high innovative component. Interest rates were below market, with grace periods of up to three years.

ENISA Lines: The National Innovation Enterprise offered participating loans for innovative SMEs and start-ups, with specific lines for young entrepreneurs (under 40), business growth (up to €1.5 million) and the agri-food sector. ENISA participating loans count as equity under Spain’s Commercial Code, which is particularly useful for companies needing to strengthen their capital base.

Regional Programmes: Spain’s autonomous communities managed their own programmes, with particular activity in Catalonia, Madrid, the Basque Country and Andalusia. Support for internationalisation, hiring qualified staff and energy efficiency were the main focus areas. The Valencia Region and Castile and León also stood out for their industrial investment promotion programmes.

Grants for Digitalisation and Industry 4.0

Beyond Kit Digital, industrial SMEs could access in 2023 the PERTE Chip programmes (semiconductors and advanced electronics), calls under the Spain Digital Agenda 2026 and specific aids for the digital transformation of the tourism sector managed by the State Secretariat for Tourism. Projects involving ERP implementation, robotic process automation (RPA) and cybersecurity attracted particular interest.

Aids for Energy Efficiency and Sustainability

The MOVES III funds for electric vehicles, the PREE 5000 energy rehabilitation programmes and IDAE grants for business solar self-consumption rounded out the energy transition funding landscape. In these calls, aid intensity could reach 40% of eligible investment for SMEs, with a further 10% for small enterprises.

How to Identify the Right Grant

The first step is to analyse the company’s business plan and identify projects that could match available calls. Eligibility criteria — company size, sector of activity, type of investment — vary significantly between programmes. A common mistake is applying for grants without first verifying compliance with all eligibility requirements, leading to unfavourable decisions and wasted time.

It is equally important to take into account which costs are eligible and which are excluded: most programmes do not fund current expenditure (regular staff salaries, utilities) but only investments or costs specifically linked to the subsidised project.

Justification and Follow-Up: the Less Visible Part

Obtaining the grant is only the beginning. Technical and financial justification to the granting body is mandatory within the deadlines set in the award resolution. Incomplete or incorrect justification can result in partial or total revocation of the aid and an obligation to repay with interest. Common Mistakes in Grant Management

The errors that most frequently lead to unfavourable decisions or repayment proceedings are: failing to maintain separate accounting for the subsidised project, missing the execution or justification deadline, attributing costs not included in the approved technical report without first requesting a modification, failing to retain supporting documentation for payments (invoices, bank statements, payroll records), and changing the purpose or nature of the project without authorisation from the granting body. Active monitoring of these aspects during project execution is as important as preparing the initial application.

State Aid Rules and Accumulation

All grant programmes in Spain are subject to EU State aid rules. Where a company receives multiple forms of public support for the same project or the same eligible costs, accumulation limits apply. Under the General Block Exemption Regulation (GBER), the combined aid intensity for SME investment support generally may not exceed 20% for small enterprises and 10% for medium-sized enterprises above the de minimis threshold. Proper legal advice before applying for multiple programmes simultaneously is essential to avoid inadvertent breaches of State aid rules.

Preparing for the Next Call: Building Grant Readiness

Companies that consistently succeed in grant applications share a common trait: they maintain a state of ongoing readiness rather than scrambling each time a call opens. Grant readiness means keeping annual accounts up to date, maintaining current certifications with the AEAT and Social Security, having a clear project pipeline tied to the business plan, and building relationships with regional development agencies and sectoral industry associations that publish early alerts on upcoming calls. Investing six to twelve months in building this readiness infrastructure typically delivers significantly better results than one-off reactive applications.
