The Unidad de Grandes Empresas y Colectivos Estratégicos (UGE-CE) is Spain’s centralised immigration processing unit, operating under the Secretariat of State for Migration within the Ministry of Inclusion, Social Security and Migration. It was designed to handle residence and work permits for economically valuable profiles that benefit from specialised, fast-track procedures distinct from the general provincial immigration office network.
The unit gained considerably more visibility following the entry into force of the Startup Act (Law 28/2022), which created the digital nomad visa and routed its applications through the UGE-CE, establishing a 20-working-day resolution deadline.

Processing Time and Predictability
One of the most practical advantages of the UGE-CE pathway is speed. For the digital nomad residence permit, the statutory deadline is 20 working days from receipt of a complete application — compared to three months (with negative administrative silence) at provincial offices.
This timeline makes the UGE-CE the natural route for professionals who need a defined decision date and cannot afford protracted administrative uncertainty.
How to Apply
All UGE-CE applications are submitted electronically through the Ministry’s e-administration portal. Applicants need a digital certificate or Cl@ve PIN to access the system. The UGE-CE’s national jurisdiction means there is no need to file in a specific province — the application is processed centrally regardless of where the applicant plans to reside in Spain.
Differences from Provincial Immigration Offices
Provincial immigration offices (Oficinas de Extranjería) handle the majority of residence permits, including family reunification, social integration (arraigo), long-term residence, and renewals of general work authorisations. The UGE-CE does not handle those categories.
For permits within UGE-CE’s scope, the unit provides greater expertise, shorter timelines, and more standardised procedures, reducing the risk of documentation requests that delay applications at provincial level.
