Schools in Ceuta, Melilla and abroad: diagnostic assessments required for the 2025-2026 academic year

The State Secretariat for Education has ordered the implementation of diagnostic assessments for students in Year 5 (4th Primary) and Year 8 (2nd ESO) within the Ministry's jurisdiction (Ceuta, Melilla, and overseas centres) for the 2025-2026 academic year. These tests are census-based, informative, and advisory in nature, but cannot be used for individual assessments or rankings between schools (Art. 21 and 29 LO 2/2006). Results must be integrated into each school's improvement plan (Art. 121.2 ter LO 2/2006).

In 3 key points

  1. Assessments are census-based, informative, formative, and advisory for the educational community (art. 21 y 29 LO 2/2006)
  2. Prohibition on using results for individual assessments or rankings between schools (art. 21 y 29 LO 2/2006)
  3. Obligation to integrate results into the design of the school's improvement plan (art. 121.2 ter LO 2/2006)

How it affects those involved

Educational centres in Ceuta, Melilla, and abroad must conduct the tests following the INEE assessment frameworks. Provincial Directorates and overseas departments must coordinate the application, provide student information (including those with curriculum adaptations), and ensure the necessary material resources (spaces, IT equipment, etc.) are available to guarantee the correct administration of the assessments (point 8).
