Spanish experts in Ukraine cooperation projects: right to open personal bank accounts and transfer foreign currency

The Agreement between Spain and Ukraine establishes the framework for implementing technical and financial assistance programmes in Ukrainian territory (Art. I.2). The agreement allows for the provisional application of these rules from 18 March 2026 (Art. VI.2). Its scope includes knowledge transfer, training, and the supply of equipment, as well as grants for goods and services (Art. I.2).
