Hydrocarbon sector in the Basque Country: minimum services established for the strike on 17 March 2026

Order TED/210/2026 establishes mandatory minimum services in the hydrocarbon sector for the general strike called in the Basque Country on 17 March 2026 (00:00 to 24:00). The measure aims to ensure the safety of people and facilities, as well as the supply of petroleum products and combustible gases, which are deemed to be of general economic interest (Law 34/1998, art. 2.2). Failure to comply with these services will be considered illegal (Royal Decree-Law 17/1977, art. 16).

In 3 key points

  1. Maintenance of processing units at minimum operating load if their shutdown affects production after the strike (apartado b)
  2. Stoppages in designated minimum services will be considered illegal (RD-ley 17/1977, art. 16)
  3. Minimum services applicable during the strike on 17 March 2026, from 00:00 to 24:00 (Orden TED/210/2026)

How it affects those involved

For companies in the refining, distribution, and hydrocarbon supply sectors in the Basque Country, the regulation imposes the obligation to maintain processing units at minimum operating load if their shutdown would affect production beyond the strike. Personnel designated for minimum services must guarantee safety, emergency plans, and the maintenance necessary to prevent contamination risks. Workers who carry out stoppages or disruptions to the designated minimum services will be acting unlawfully (Royal Decree-Law 17/1977, art. 16).
