Hydrocarbon sector in Andalusia, Ceuta and Melilla: mandatory minimum services during the 8 March 2026 strike

Minimum services are established in the hydrocarbon sector to guarantee supply during the general strike called by the CGT on 8 March 2026 in Andalusia, Ceuta and Melilla. The measure ensures the safety of people and facilities, the maintenance of processing units at minimum operating load, and the continuity of auxiliary and emergency services (Art. 3). Failure to comply with these minimum services will be considered illegal (ref. Royal Decree-Law 17/1977).

In 2 key points

  1. Maintenance of processing units at minimum operating load to prevent shutdown effects beyond the strike, Art. 3.b (art. 3.b)
  2. Guarantee of safety for people and facilities at standard operational levels, Art. 3.a (art. 3.a)

How it affects those involved

For companies in the refining sector (specifically Moeve), there is an obligation to maintain operational safety, minimum load on critical equipment, and active emergency plans (Art. 3). For the transport, storage, and distribution sector, necessary loading and unloading operations must be carried out to maintain minimum operational stocks (Art. 4). Workers participating in stoppages or work disruptions within these designated services will be acting illegally (ref. Royal Decree-Law 17/1977).
