System and market operators: settlement criteria for April 28 and 29, 2025, following the electrical zero event

The CNMC establishes the settlement criteria for generation and consumption following the 'electrical zero' event on April 28, 2025 (art. First). Due to the suspension of market activities, energies will be settled as measured deviations following the P.O.3.9 procedure (art. First). Settlement prices will be the daily market prices multiplied by a factor of 1.15, or failing that, the average value of positive prices from the same period of the last available month multiplied by said factor (art. First).

How it affects those involved

For system operators (RE) and market operators (OMIE), the resolution mandates that generation and consumption between 14:00 on 28 April and 24:00 on 29 April be settled under the imbalance regime (Art. 1). Market participants (generators and consumers) will receive settlements based on a factor of 1.15 applied to market prices or historical averages, to compensate for the lack of efficacy of economic flows derived from the day-ahead and intraday markets during the suspension (Art. 1).
