Spain and Egypt: agreement on the exchange and protection of classified defence information

The Governments of Spain and Egypt have signed an agreement to ensure the protection of classified information generated or exchanged within the defence sector (Art. 1). The agreement establishes the necessary security procedures and mechanisms to protect such information, including the definition of classified contracts and the role of the Competent Security Authority (Art. 1 and 2). This framework regulates the actions of both authorities and contractors requiring access to said information (Art. 2.4).

In 2 key points

  1. Protection of classified information generated or exchanged by the Parties or their contractors (Art. 1). (art. 1)
  2. Facility Security Clearance (FSC) determines whether a contractor has adequate measures in place (Art. 2.5). (art. 2.5)

How it affects those involved

For defence sector contractors, the agreement establishes the requirement to comply with specific security measures to access classified information (Art. 2.4). Companies operating in joint projects with Egypt must undergo a 'Facility Security Clearance' (FSC) assessment to ensure they have adequate measures in place (Art. 2.5). The security authorities of both countries are responsible for supervising the implementation of these provisions (Art. 2.3).
