CNMC: determines the regulatory account balance for the gas system technical operator at the end of 2025

The CNMC has resolved the calculation of the regulatory account balance for the gas system technical operator (GTS) for the end of the 2025 financial year. This account allows the operator to undertake new obligations arising from European or national regulations, as well as projects of interest to the system (Art. 9 Circular 1/2020). The resolution incorporates costs for technological and regulatory adaptation projects carried out during 2025, such as the adaptation of processes for LNG loading operations and slot flexibility management.

In 2 key points

  1. The regulatory account balance is accrued at one third each year of the regulatory period (Art. 9.2 Circular 1/2020). (art. 9.2)
  2. The GTS must submit the balance to the CNMC before 15 April of the following year (Art. 9.3 Circular 1/2020). (art. 9.3)

How it affects those involved

For the system technical operator (GTS), the resolution formalises the regulatory account balance to cover investments in IT systems required to comply with Circular 2/2025 (Art. 9 Circular 1/2020). For the gas market in general, this ensures the funding of operational adjustments for critical processes, such as bunkering operations and slot flexibility management, without these costs directly affecting the operator's base remuneration.
