Live plant, cut flower and seed producers: new conditions and prices for agricultural insurance

Order APA/20/2026 establishes the technical conditions, insurable assets, guarantee periods, and unit prices for insurance covering live plant, cut flower, nursery, and seed holdings in mainland Spain and the Balearic Islands (Art. 1). This regulation is part of the 47th Combined Agricultural Insurance Plan and will also apply to the 48th Plan (Preamble). The rule defines specific criteria for plot delimitation and the calculation of insured and actual production (Art. 1.5, 1.11).

In 3 key points

  1. Enclosures with an area of less than 0.10 ha may be added to an adjacent enclosure to form a single plot (Art. 1.5). (art. 1.5)
  2. Base production is defined as the lesser of the insured production and the expected actual production (Art. 1.11.c). (art. 1.11.c)
  3. These conditions shall also apply to the 48th Combined Agricultural Insurance Plan (Preamble). (preámbulo)

How it affects those involved

For farmers and producers in the ornamental plant, cut flower, and seed sectors, the regulation defines the technical parameters required to take out agricultural insurance (Art. 1). Producers must comply with the conditions for grouping enclosures smaller than 0.10 ha to form plots for insurance purposes (Art. 1.5). Furthermore, the calculation of compensation will depend on the distinction between insured production, expected actual production, and base production (Art. 1.11).
