Enresa: Execution and assembly of the Temporary Storage facility at Vandellós I nuclear plant authorised

The Directorate General for Energy Planning and Coordination has authorised the execution and assembly of the Temporary Storage (TS) facility at the Vandellós I nuclear plant, which is currently in the latency phase. This measure, part of the 7th General Radioactive Waste Plan, will allow for the storage of radioactive waste from spent fuel reprocessed in France. The resolution follows a favourable report from the Nuclear Safety Council and the corresponding environmental impact statement (Art. 30.2 and 32 of RD 1217/2024).

In 3 key points

  1. Obligation to submit geological mapping and a hydrogeological monitoring proposal to the CSN following excavation (art. 6)
  2. Two-month deadline following the completion of excavation to submit technical information to the CSN (art. 6)
  3. The detailed design must be consistent with the safety margins specified in the execution and assembly authorisation (art. 7)

How it affects those involved

For Enresa, as the licensee, the resolution enables the construction of the storage facility but imposes technical reporting obligations following excavation (Art. 6) and requires that the detailed design remains consistent with the assessed safety margins (Art. 7). Furthermore, the licensee must verify compliance with radiological criteria during the next Periodic Safety Review following commissioning (Art. 8).
