Associations and foundations: call for applications for membership in the Open Government Forum

The Secretariat of State for the Civil Service is calling for the selection of 14 members for the Open Government Forum, representing associations, public law corporations, and non-profit foundations (art. 6.3). Selection is based on thematic affinity with the 5th Open Government Plan (2025-2029) and criteria regarding diversity, inclusion, and ecological transition (art. 6.3.b).

In 3 key points

  1. 14 members will be selected from associations, public law corporations, and non-profit foundations (art. 6.3) (art. 6.3)
  2. The appointment of members will commence within one month of the entry into force of Royal Decree 371/2026 (art. 8.2) (art. 8.2)
  3. Selection criteria include affinity with the 5th Open Government Plan and the ecological transition (art. 6.3.b) (art. 6.3.b)

How it affects those involved

Civil society organisations (associations and foundations) may apply to join the Open Government Forum, enabling them to participate in defining and monitoring public commitments. Evaluation will be conducted through a scoring system that rewards alignment with the 5th Open Government Plan, a track record in open government projects, and involvement in co-creation processes (points awarded for dissemination, training, participation, study, and research).
