Supply and service providers: new rules for centralised public administration procurement

Order HAC/459/2026 establishes a new declaration and procedure regime for the centralised procurement of supplies and services by the Administration (ref. BOE index). This regulation repeals the previous Order EHA/1049/2008 and is issued in accordance with Law 9/2017 on Public Sector Contracts (ref. BOE index). The objective is to regulate the centralised purchasing of IT equipment, office supplies, and telecommunications services, among others (ref. BOE index).

In 2 key points

  1. Repeal of Order EHA/1049/2008, of 10 April (ref. indice BOE)
  2. Regulatory framework based on Art. 229 of Law 9/2017 (ref. indice BOE)

How it affects those involved

For companies providing supplies and services (particularly in the IT, telecommunications, and office supplies sectors), the regulation modifies the procedural framework for accessing centralised Administration contracts (ref. BOE index). The change involves a transition from one procurement model to another following the repeal of the 2008 regulations (ref. BOE index).
