San Cristóbal Fort (Navarre) declared a Place of Democratic Memory

The State Secretariat for Democratic Memory has declared the 'San Cristóbal Fort', located on Mount Ezkaba (Navarre), a Place of Democratic Memory in accordance with Law 20/2022. This site was used as a detention centre during the Spanish Civil War and the Franco dictatorship, notably during the mass escape of 795 prisoners in May 1938. The resolution establishes measures for preservation, signage, and dissemination to ensure the memory of the victims and the historical events that took place at the site.

In 3 key points

  1. Audiovisual resources, plaques, and signage at victim recognition points will be promoted (Medidas de difusión e interpretación)
  2. Any use of the site must be compatible with the preservation of memory and the recognition of victims (Usos compatibles)
  3. One-month period to file an optional appeal for reversal before the State Secretariat (Quinto)

How it affects those involved

The declaration does not alter the current use of the site, but imposes an obligation that any future use must be compatible with preserving the memory of human rights violations and recognising the victims. The Administration will promote signage, digital resources, and the integration of the site into international democratic memory circuits. Interested parties have one month to file an optional appeal for reversal or to pursue judicial review before the National High Court (Quinto).
