Forage traders and producers: new approved standard contract for the 2026/2027 campaign

Order APA/303/2026 approves the standard sale and purchase contract for forage intended for processing or commercialisation for the 2026/2027 campaign (First). This contractual model replaces Order APA/214/2025, which governed the previous campaign (Second). The contract establishes a National Monitoring Commission to resolve disputes and mandates equity arbitration before the Commodities Arbitration Court (Tenth and Eleventh).

In 3 key points

  1. Validity of the standard contract: from 1 April 2026 to 31 March 2027 (Second). (Segundo)
  2. Monitoring Commission funding fee: 0.003 euros per tonne, contributed equally (0.0015 euros per party) (Tenth). (Décima)
  3. Dispute resolution through equity arbitration before the Commodities Arbitration Court (Eleventh). (Undécima)

How it affects those involved

For forage producers (sellers) and traders (buyers), the use of this standard contract provides a standardised legal framework for the 2026/2027 campaign. Both parties are obliged to fund the National Monitoring Commission through a fee of 0.003 euros per tonne, split equally (0.0015 euros per party) (Tenth). In the event of a conflict not resolved by the Commission, the parties are required to submit to equity arbitration (Eleventh).
