For electricity production, transmission, and distribution companies in the Basque Country, the regulation imposes the obligation to maintain staffing levels and operational capacity to ensure continuity of supply (Art. 2 RD 1170/1988). Companies must guarantee the availability of standby teams and brigades for fault repairs and the functioning of control centres at all hierarchical levels (sixth). Failure to comply with these minimum services compromises the security of the national electricity system.
