Telecommunications operators: compliance with IR-291 and IR-292 technical requirements in 703-788 MHz bands

The Secretariat of State for Telecommunications and Digital Infrastructure is updating the technical requirements for radio interfaces IR-291 and IR-292 regarding terrestrial systems in the 703-733 MHz and 758-788 MHz bands. This update is carried out in accordance with the current National Frequency Allocation Table and is necessary for the use of electronic communications services in these bands in Spain. Compliance with these interfaces is mandatory for operating in these frequencies, without exempting operators from compliance with Royal Decree 188/2016.

In 3 key points

  1. Use of 703-733 MHz (IR-291) and 758-788 MHz (IR-292) bands requires a mandatory licence (anexo, punto 9)
  2. Permitted modulation of up to 256 QAM for MFCN services in both bands (anexo, punto 5)
  3. 5 MHz or 10 MHz channelisation for terrestrial systems in these bands (anexo, punto 4)

How it affects those involved

For mobile network operators (MFCN) and equipment manufacturers, the regulation establishes mandatory technical parameters (modulation up to 256 QAM, 5 or 10 MHz channelisation) for operating in the 703-733 MHz bands and IR-292 in 758-788 MHz. The use of these bands requires a mandatory licence. Systems operating in Spain must strictly adhere to these specifications to ensure compatibility with the national radio spectrum.
