Joint Committee urges Government to improve management and control of municipal social action grants

The Joint Committee for Relations with the Court of Auditors has adopted the findings of the audit report on social action grants awarded by municipalities with more than 100,000 inhabitants in 2021 (point 1). The resolution urges the Government to define efficiency indicators, provide additional management resources, and design IT tools for local councils (point 3). Furthermore, it calls for the Public Sector Contracts Law to be adjusted to municipal realities and for competitive bidding to be established as the standard procedure (point 3).

In 3 key points

  1. Urges the councils of Badajoz and Albacete to approve three-year strategic subsidy plans, point 5 (punto 5)
  2. Urges the councils of Logroño and Santander to implement software applications for subsidy monitoring, point 6 (punto 6)
  3. The Government must ensure that competitive bidding is the standard award procedure, point 3 (punto 3)

How it affects those involved

For municipalities with over 100,000 inhabitants, the resolution highlights deficiencies in the representativeness of their grants and the need for improved planning through three-year strategic plans, particularly in Badajoz and Albacete (point 5). The councils of Logroño and Santander are urged to implement software applications for the comprehensive monitoring of subsidies (point 6). The Government must review local administration funding and the criteria for direct awards versus competitive bidding to prevent irregularities (point 3).
