High Court of Justice of La Rioja: rules for the allocation of reporting judges for 2026 published

The General Council of the Judiciary has published the rules for the allocation of chambers within the High Court of Justice of La Rioja for the 2026 financial year. The agreement establishes the rotation order for the assignment of reporting judges in civil and criminal matters, judicial investigations, and interlocutory appeals within the Civil and Criminal Chamber (Arts. 1, 2, 3, and 4). It also regulates the procedures to be followed in the event of abstentions, recusals, or the absence of magistrates.

In 2 key points

  1. The allocation rules shall apply throughout the year 2026, single final provision. (disposicion final única)
  2. In the event that all magistrates of the Chamber are recused, the investigating judge shall be a magistrate from the Administrative-Litigation or Social Chamber, in order of seniority, Art. 5. (art. 5)

How it affects those involved

For litigants with pending matters in the Civil and Criminal Chamber of the High Court of Justice of La Rioja, these rules ensure predictability in the assignment of reporting judges through a rotating system (Arts. 1-4). They do not create direct obligations for companies or individuals, but rather organise internal judicial activity to ensure continuity of service in the event of potential recusals or absences (Art. 5 and final provisions).
