Vegetable producers: obligation to insure total production of the same class in a single declaration

Order APA/88/2026 establishes the technical conditions, insurable assets, and prices for multi-crop vegetable farm insurance under the Combined Agricultural Insurance Plan (Art. 1). The regulation requires farmers to declare their entire production of the same class in a single declaration, prohibiting coexistence with other horticultural insurance policies under the same plan (Art. 4.1). Additionally, it allows for optional coverage of facilities such as greenhouses or irrigation systems under specific conditions (Art. 1.2 and Art. 4.5).

In 3 key points

  1. Obligation to insure the entirety of production of the same class in a single declaration (Art. 4.1). (art. 4.1)
  2. Plots belonging to the same farmer or entity must be included in a single declaration (Art. 4.4). (art. 4.4)
  3. Coverage for facilities (greenhouses, irrigation, etc.) is optional but must include all of the same type (Art. 4.5). (art. 4.5)

How it affects those involved

For farmers and horticultural holdings, the regulation imposes centralised insurance management, as they must group all plots of the same class into a single declaration (Art. 4.1 and 4.4). Failure to comply with technical cultivation conditions may result in a proportional reduction of the indemnity by the insurer (Art. 4.3). Producers opting to insure facilities (greenhouses, irrigation, etc.) must insure all facilities of the same type that meet the requirements (Art. 4.5).
