Government and unions agree roadmap to improve stability, professionalisation and public employment services

The Government of Spain, alongside the UGT, CSIF, and CCOO unions, has signed a Framework Agreement to promote stable, professional, and high-quality public employment. The agreement aims to reduce temporary contracts, improve strategic human resources planning, and modernise administration through digitalisation and the simplification of procedures. Commitments focus on strengthening job security, promoting career development, and consolidating continuous training (Framework Agreement).

In 3 key points

  1. Boosting stability and reducing temporary employment in Public Administrations (MANIFIESTAN)
  2. Gradual implementation of a Public Employment Offer model based on strategic planning (punto i)
  3. Strengthening scholarships and grants for selection process candidates to attract talent (punto h)

How it affects those involved

For public employees, the agreement proposes improved legal and professional security through the promotion of career pathways and decent remuneration. For public service candidates, it envisages the extension of scholarship and grant programmes to reduce socioeconomic barriers in selection processes. Administrations must transition towards employment offer models based on strategic planning criteria and greater territorialisation of selection processes.
