National High Court: new composition and reporting judge assignment system approved

The Governing Chamber of the National High Court has approved the operation and composition of its Chambers (Administrative Litigation, Criminal, Social, and Appeal), as well as the system for assigning reporting judges (Agreement of 24 November 2025). These organisational changes, which include adjustments due to retirements and exemptions from duty, will take effect from 1 January 2026.

In 3 key points

  1. The new rules of operation and composition take effect from 1 January 2026 (Acuerdo de 24 de noviembre de 2025)
  2. In the Criminal Chamber, the assignment of reporting judges is determined by the terminal digit of the Chamber Roll number (Article 1) (art. Primero)
  3. In the Appeal Chamber, reporting judges are assigned in correlative order according to the entry number (Article II) (art. II)

How it affects those involved

For procedural parties with pending matters in the National High Court, the regulation establishes the new court structure and the judges who will act as reporting judges based on the terminal digit of the Chamber Roll number (Articles 1 and 2). This affects the predictability of court composition in criminal, appeal, and extradition proceedings. The Appeal Chamber establishes a correlative order of reporting judges based on the entry number (Article II).
