Merchant navy certificate applicants: call for 2026 professional competency examinations

The Directorate General of the Merchant Navy has announced the professional competency examinations for 2026 to obtain Second Mate, Second Engineer, Second Electro-Technical Officer, and Electro-Technical Officer certificates. To qualify, applicants must have completed and had their practical training approved in accordance with Royal Decree 269/2022 (Art. 55). The examinations will assess competencies based on the STCW Code and other international regulations (Art. 53).

In 3 key points

  1. Practical training requirement: completion and approval of training as per Art. 55 of RD 269/2022 (art. 53)
  2. Exclusion for duplication: applicants may not apply for more than one procedure in the same or a different captaincy (base duodécima.I)
  3. No cost: no fee will be required until regulated by a law-ranking norm (base decimotercera)

How it affects those involved

For merchant navy officer applicants, this resolution establishes the framework for assessing the professional competencies required for the issuance of their certificates (Art. 53). Failure to meet practical training requirements or applying for multiple procedures across different captaincies will result in exclusion from the process (twelfth rule). No fee will be applied until a regulation with the status of law is enacted to govern it (thirteenth rule).
