State and Cantabria: negotiations initiated to resolve discrepancies in the Cantabrian Maritime Transport Regulation Law

The Bilateral Commission for Cooperation between the General State Administration and the Autonomous Community of Cantabria has agreed to initiate negotiations to resolve discrepancies identified in Cantabria Law 8/2026, of June 23, on Maritime Transport Regulation (Annex, point 1). To this end, a Working Group has been appointed to propose technical solutions to the Commission (Annex, point 2). The agreement is communicated to the Constitutional Court in accordance with Organic Law 2/1979 (Annex, point 3).

In 2 key points

  1. Commencement of negotiations due to discrepancies in articles 1, 2, 4, 6, 7, 11, 13, 14, 17, 28 and 29 of Law 8/2026 (Anexo, punto 1.º)
  2. Establishment of a Working Group to propose solutions to the Bilateral Commission (Anexo, punto 2.º)

How it affects those involved

For the maritime transport sector in Cantabria, the regulation creates a period of temporary legal uncertainty, as discrepancies have been identified in key articles such as 1, 2, 4, 6, 7, 11, 13, 14, 17, 28 and 29 (Annex, point 1). The resolution of these differences will depend on the work of the newly appointed Working Group (Annex, point 2). No resolution deadlines or immediate sanctions have been established, but the process has been brought to the attention of the Constitutional Court (Annex, point 3).
