Regulation TRM/910/2026 approves a public transport promotion programme based on mutual recognition of tickets among participating authorities (Annex I). The system aims to integrate state land transport and Renfe Viajeros rail services (excluding high-speed lines) to enable multimodal travel with a single ticket (Annex I). Adhesion by autonomous communities and local entities is voluntary and may include financial compensation mechanisms (First).
Transport authorities at the regional and local levels may voluntarily join but must adopt harmonised technical standards for payment and validation systems (Annex I.3). Operators (state concessionaires and Renfe Viajeros) must integrate their systems to enable the sale of the single fare (Annex I.4). Citizens will be able to use one ticket across multimodal networks, with nominal fares valid for 30 days from issue (Annex I.2).
