Order TRM/910/2026 approves the Public Transport Promotion Programme through a Single Pass system, based on the mutual recognition of titles between adhering authorities (Annex I). The system aims to integrate state land transport services and Renfe Viajeros rail services (excluding high speed) to enable multimodal travel using a single title (Annex I). Adhesion by autonomous communities and local entities is voluntary and may include financial compensation mechanisms (First).
For regional and local transport authorities, adhesion is voluntary but requires the adoption of harmonised technical standards for payment and validation systems (Annex I.3). Operators (state concessionaires and Renfe Viajeros) must integrate their systems to allow the commercialisation of the pass (Annex I.4). Citizens will gain the ability to use a single title across multimodal networks, with personalised single-fare passes valid for 30 days (Annex I.2).
