Third Sector entities and public/private bodies: eligible for direct grants based on public interest

Royal Decree 642/2026 regulates the direct award of grants by the Ministry of Social Rights, Consumer Affairs and 2030 Agenda to Third Sector Social Action entities and other bodies (I). This measure is based on exceptional reasons of public, social, economic, or humanitarian interest that preclude a public tender, in accordance with Law 38/2003 (I). The objective is to ensure the continuity of actions regarding social inclusion, the fight against poverty, and work-life balance (II).

How it affects those involved

Third Sector Social Action entities and organisations with a history of collaboration with the State Secretariat for Social Rights are enabled to access a direct funding route without a public tender (I, II). This allows for the continuity of essential services in areas of vulnerability and family diversity (II). To qualify for this exceptional regime, entities must demonstrate a long-standing history of collaboration with the Ministry (II).
