EFE Agency: modification of the calculation methodology for public service news compensation

Royal Decree 633/2026 amends the annex of Royal Decree 1463/2018 to update the methodology for calculating the EFE Agency's financial compensation for its public service obligations. This change addresses the increase in the actual cost of the service and the need to comply with Regulation (EU) 2024/1083, which requires adequate and sustainable financial resources for public service media. The reform introduces a comparison scenario using a reference workforce to calculate the net avoided cost of the national network and adjusts the calculation for mixed production and documentation areas (sole article).

In 2 key points

  1. Replacement of a fixed percentage with a comparison scenario using a reference workforce for the net avoided cost, sole article (artículo único)
  2. Inclusion of Brazil and the United States in the comparison hypotheses for the Latin American area, sole article (artículo único, apartado segundo)

How it affects those involved

For the EFE Agency, the regulation allows for more precise compensation adjusted to current cost realities, ensuring the financial sustainability required by European regulations. The Administration must adapt its analytical accounting system in accordance with the new comparison hypotheses introduced (sole article). The geographical scope of the comparison hypotheses is expanded in the Latin American area, now including Brazil and the United States (sole article, second paragraph).
