Public Administration: Relaxed requirements for the appointment of the Director General of the Treasury and Financial Policy

Royal Decree 644/2026 amends Royal Decree 1009/2023 to allow the head of the Directorate General of the Treasury and Financial Policy to be something other than a career civil servant from subgroup A1. This modification is justified by the high level of technical specialisation and the complexity of functions such as public debt management or anti-money laundering prevention (Art. 66.2 Law 40/2015).

In 1 key point

  1. The head of the Directorate General of the Treasury is permitted to be a non-A1 subgroup civil servant due to the required technical specialisation (art. 66.2 Ley 40/2015)

How it affects those involved

For the Administration, this expands the range of suitable profiles to lead the Directorate General of the Treasury, allowing the recruitment of professionals with specific technical expertise who do not belong to the A1 civil service subgroup (Art. 66.2 Law 40/2015). This facilitates the management of critical areas such as financial policy and the digitalisation of the financial sector through highly specialised profiles.
