Constitutional Court Staff: introduction of horizontal career progression allowance for civil servants and temporary staff

The Plenary of the Constitutional Court has amended its internal regulations to introduce a horizontal career progression allowance. This remuneration concept is based on progression through stages (experience, training, and merits) without requiring a change of position (Art. 2.1). This measure applies to both civil servants and temporary legal staff (Art. 2.1), as well as temporary staff (Art. 3). Furthermore, the amendment authorises the negotiation of a collective agreement for labour staff to develop their own horizontal professional career (additional provision).

How it affects those involved

For civil servants and temporary legal staff, a new pathway for salary progression linked to work quality and training is established, subject to budgetary availability (Art. 2.1). For labour staff, the regulation enables the negotiation of their professional career through a collective agreement (additional provision).
