Basque Country assumes functions and services for Combined Agricultural Insurance

Royal Decree 603/2026 approves the transfer of competencies from the State Administration to the Basque Country regarding Combined Agricultural Insurance. This process is carried out in accordance with the agreement adopted by the Joint Commission on 22 June 2026 (Art. 1). The measure transfers the management of multiple risks in agricultural, livestock, aquaculture, and forestry production to the regional level (exposure).

In 2 key points

  1. The transfer of functions and services is effective as of the date specified in the Joint Commission Agreement (Art. 3). (art. Tercero)
  2. The regulation enters into force on the day of its publication (Art. 4). (art. Cuarto)

How it affects those involved

For agricultural, livestock, aquaculture, and forestry producers in the Basque Country, the management and administration of Combined Agricultural Insurance will fall under regional administration instead of the state (Art. 2). This means that procedures, applications, and risk management will be carried out under the jurisdiction of the Basque Country.
