Ministry of the Interior: Level 3 national interest emergency declared in Madrid and Ávila due to wildfires

A Level 3 national interest emergency has been declared in the Community of Madrid (Villa del Prado and San Martín de Valdeiglesias) and the province of Ávila (Burgohondo) due to the severity of the wildfires (Art. 1). The measure is based on the need for supra-regional coordination and national direction in response to rapid spread and risks to the population (Art. 28 of Law 17/2015). The Minister of the Interior assumes leadership of the emergency, entrusting Operational Direction to the command of the Military Emergencies Unit (Art. 2).

In 3 key points

  1. Declaration of a Level 3 national interest emergency in Madrid and Ávila, Art. 1 (art. Primero)
  2. Leadership of the emergency is assigned to the Minister of the Interior, Art. 2 (art. Segundo)
  3. Operational Direction is entrusted to the command of the Military Emergencies Unit, Art. 2 (art. Segundo)

How it affects those involved

For public administrations (state, regional, and local), the regulation imposes a single command structure under the Minister of the Interior for resource management (Art. 2). Administrations with mobilisable resources may be required to collaborate even if the emergency does not affect their territory (Art. 2). For residents in the affected areas, the measure implies the activation of highest-level civil protection protocols and potential evacuations.
