European governments: establishment of a common framework for the operation of Ariane, Vega and Soyuz launchers from 2009

This declaration establishes the framework for the operational phase of the Ariane, Vega and Soyuz launchers from the Guiana Space Centre. The agreement aims to ensure continuity to the European Space Agency (ESA) launcher strategy following the completion of previous plans in 2008, delegating manufacturing, commercialisation and launching to the industrial entity Arianespace. The framework is based on the 1975 ESA Convention and the necessity of securing guaranteed access to space for Europe.

In 2 key points

  1. Entry into force of the new operational framework as of 1 January 2009 (Considerando)
  2. The manufacturing, commercialisation and launching of Ariane is entrusted to the industrial entity Arianespace (Considerando)

How it affects those involved

For the industrial entities and European governments involved, the regulation formalises the transition towards a new launcher operation model as of 1 January 2009. Arianespace, as the industrial entity responsible for manufacturing and commercialisation, assumes the operational continuity of the Ariane and Vega programmes under the supervision of the European Space Agency. The agreement also integrates the operation of the Soyuz system through agreements with France and Russia to increase the flexibility of launch services.
