Autonomous Communities: recommendations for integrating a gender perspective into budget preparation

The Joint Commission for Relations with the Court of Auditors has agreed to urge the Government and the Autonomous Communities to improve the integration of a gender perspective into budgetary processes. The resolution aims to prevent gender impact reports from becoming a mere formality, recommending the strengthening of ex post evaluation through verifiable indicators and the improvement of technical training for staff (points 1 and 2).

In 3 key points

  1. Urging Asturias, Castilla y León, Madrid, and Murcia to include mandatory gender impact reports in their finance laws (punto 3)
  2. Development of specific methodological tools for gender-responsive budgeting in Asturias, Extremadura, and Galicia (punto 4)
  3. Strengthening of ex post evaluation mechanisms with verifiable indicators to measure the real impact of policies (punto 1)

How it affects those involved

For regional administrations, the resolution exerts institutional pressure to acquire the methodological tools and technical resources necessary for effective gender-responsive budgetary planning (point 4). The Parliaments of Asturias, Castilla y León, Madrid, and Murcia are urged to mandate these reports within their respective finance laws (point 3). Administrations must also improve transparency and the publication of results to allow for the evaluation of the real impact of equality policies (points 1 and 5).
