Public authorities and transport sector: approval of 2025-2029 habitat fragmentation programme and updated bear protocol

The Environmental Sectoral Conference has approved the First Work Programme (2025-2029) of the Habitat Fragmentation Strategy, which defines actions to mitigate the impact of roads and railways on biodiversity. Additionally, the Intervention Protocol for Bears in the Cantabrian Mountains has been updated to manage coexistence between the species and human activities in Galicia, Cantabria, Asturias, and Castilla y León. These measures aim to improve ecological connectivity and road safety regarding wildlife.

How it affects those involved

For public administrations, a coordinated roadmap is established for the management of infrastructure and biodiversity. Companies in the transport and construction sectors must consider these operational planning guidelines in linear infrastructure projects. In the communities of Galicia, Cantabria, Asturias, and Castilla y León, the new bear protocol affects the management of conflicts between the species and economic or urban activities.
