Commerzbank AG loses status as Public Debt Market Maker due to breach of obligations

The General Secretariat of the Treasury and International Financing has withdrawn Commerzbank AG's status as a Market Maker for Government Bonds, Obligations, and Treasury Bills (Resolution I). The decision is based on the entity's failure to meet minimum auction participation requirements and secondary market liquidity guarantees since 27 February 2026. Under the Resolution of 21 July 2017 (section four.1.b), failure to comply with these obligations for three consecutive months warrants the loss of such status.

In 2 key points

  1. Loss of status due to breach of auction and liquidity obligations for three consecutive months, pursuant to section four.1.b of the Resolution of 21 July 2017 (apartado cuarto.1.b)
  2. Effective the day following its publication in the BOE, Resolution I (resolución I)

How it affects those involved

For Commerzbank AG, the resolution entails the loss of its rights and obligations as a Market Maker, meaning it will no longer participate in the scheme to promote liquidity and the dissemination of Government Debt. For the public debt market, the resolution formalises the exit of a participant that was failing to meet the minimum participation threshold of 3 per 100 of the amount awarded.
