River basin authorities and users: approval of revised special drought plans across multiple river basins

Order TED/601/2026 approves the revision of special drought plans for various river basins, including Cantábrico Occidental, Guadalquivir, Ceuta, Melilla, Segura, Júcar, Miño-Sil, Duero, Tajo, Guadiana, and Ebro. This revision incorporates the results of strategic environmental assessments and public consultation processes conducted in accordance with Law 21/2013 (Art. 2). The regulation replaces the previous planning in force since 2018 (sole repealing provision).

In 2 key points

  1. Enters into force the day following its publication in the BOE, sole final provision (disposición final única)
  2. Repeal of Order TEC/1399/2018 which approved the previous drought plans, sole repealing provision (disposición derogatoria única)

How it affects those involved

For users of the affected basins (agriculture, industry, human consumption), the regulation establishes a new preventive and adaptive management framework for drought episodes, making water use conditional upon environmental monitoring measures and the approved plans. River basin authorities and the State consolidate planning following ordinary and simplified strategic environmental assessment processes (Art. 2).
