ADIF and Railway Infrastructure Administrator urged to strengthen controls against fraud and conflicts of interest in EU funds

The Joint Committee for Relations with the Court of Auditors has approved the resolution regarding the audit report on the management of Recovery, Transformation and Resilience Plan funds by ADIF and ADIF-Alta Velocidad (point 1). The resolution urges the Government to demand measures to prevent conflicts of interest, reduce the risk of collusive practices in tenders, and automate IT systems to avoid risky manual processes (point 3).

In 3 key points

  1. Urges the reduction of the risk of collusive practices in tenders to an acceptable target value (point 3). (punto 3)
  2. Demands the immediate implementation of the HTTP protocol and the automation of synchronisations via APIs (point 3). (punto 3)
  3. Mandates the extension of the National Security Framework to systems managing Recovery and Resilience Facility funds (point 3). (punto 3)

How it affects those involved

For the state-owned enterprises ADIF and ADIF-Alta Velocidad, the resolution necessitates the execution of action plans to mitigate fraud and collusion risks in procurement (point 3). Administrations must oversee the implementation of technological protocols (HTTP and APIs) for the synchronisation of European fund management systems (point 3). Greater traceability in contract amendments and stricter verification of the absence of conflicts of interest among management personnel are required (point 3).
