Bluefin tuna fleets: January 2026 quota will match 2025 initial quota until new regulations apply

The General Secretariat for Fisheries has established that the bluefin tuna quota to be distributed in January 2026 will be the initial quota corresponding to the year 2025 (Resolution of 14 January 2026). The potential quota increase foreseen by ICCAT Recommendation 25-04 will not be applied automatically; instead, it will be managed once the applicable European Union Regulation enters into force (Resolution of 14 January 2026). Until then, the fishing opportunities assigned to the fleets under Royal Decree 46/2019 in accordance with the 2023-2025 cycle are guaranteed.

In 3 key points

  1. The quota to be distributed in January 2026 will be the 2025 initial quota (Resolución de 14 de enero de 2026)
  2. The quota increase will be managed following the entry into force of the European Union Regulation (Resolución de 14 de enero de 2026)
  3. One month period to lodge an administrative appeal (recurso de alzada) before the Minister (Resolución de 14 de enero de 2026)

How it affects those involved

For fleets subject to Royal Decree 46/2019, the quota management for the start of 2026 will be based on 2025 levels, without immediately incorporating the increase in the Spanish quota (Resolution of 14 January 2026). Any eventual increase will be used to expand the quota for traditional lists and for fleets that catch bluefin tuna incidentally under the criteria of Law 5/2023 (Resolution of 14 January 2026).
