How the DGT's position has evolved
Current position
The RSIF Regulation applies to obligated parties who use computer-based billing systems. The use of spreadsheets, databases, or word processors may imply the obligation to comply with the Regulation if they possess data processing and storage utilities. If they are determined to be billing systems, the professional must offer products adapted to the Regulation within nine months following the entry into force of Order HAC/1177/2024.
The DGT's position has moved from analyzing the nature of financial outsourcing services in 2016 to focusing exclusively on compliance with the RSIF Regulation. As of 2025, the doctrine has consolidated around the classification of common tools, such as spreadsheets or databases, as computer-based billing systems. This evolution reflects the administration's adaptation to the new billing systems regulations.
