Discount vouchers are not bonds; discount excluded from VAT base

A company asks whether discount vouchers obtained through promotions (such as 'buy one, get one free') constitute bonds and how they should be treated for VAT purposes. The DGT responds that they are not bonds and that the discount must be excluded from the VAT base of the subsequent purchase.

The question raised

Treatment for Value Added Tax purposes of the discount made by the supplier.

The DGT's ruling

Discount vouchers are not considered coupons because they do not grant the right, by their mere presentation, to be exchanged for goods or services, but rather grant a discount upon the acquisition of goods. As they constitute a discount granted prior to or simultaneously with the transaction, their amount shall not be included in the tax base of the tax in the transfer where applied.
