The Law 7/2025 repeals Law 12/2003 and establishes that public environments must guarantee access to persons with disability using assistance dogs. A 30-day period is set for administrations to adapt their spaces from the publication date (art. 3). This change strengthens accessibility rights and removes the previous law that did not explicitly recognize access via assistance dogs.
People with disabilities using assistance dogs gain a guaranteed right of access to public spaces. Public authorities must modify their physical spaces and procedures within 30 days. Legal advisors and rights representatives must inform their clients about this new right and the conditions of access. Communities and public centres that fail to comply could face sanctions for breaching accessibility rights.
