Third Sector Bodies: April 30, 2026 Deadline for Minimum Vital Income Certification

The April 20, 2026 Resolution approves standardized models to be used by Third Sector Action Social Entities for certifying minimum vital income compliance as set out in Law 19/2021. These models replace previous ones and must be implemented from April 30, 2026 (art. 1). The change ensures greater consistency and traceability in income certification for social assistance access.

In 2 key points

  1. Social action sector organisations must use the new standardised models to certify income (art. 1)
  2. The new models come into force on 30 April 2026 (art. 1)

How it affects those involved

Social action sector organisations must update their certification processes to comply with the new standardised models, resulting in increased administrative burden and a need for training. Recipients of social assistance will benefit from a more transparent and verifiable process. Public administrations and control bodies will be able to verify the data submitted more effectively. Social assistance advisors must become familiar with the new forms to guide their clients.
