Fishing fleets: eligible stocks and main species published for 2026 interspecies flexibility mechanism

The General Secretariat of Fisheries has established the list of eligible stocks and main species for the application of the interspecies flexibility mechanism during the 2026 campaign (1 January to 31 December). This mechanism allows unwanted catches of certain eligible stocks to be attributed to the quotas of target species, provided that biological limits and established deduction percentages are respected (Art. 15.8 EU Regulation 1380/2013).

How it affects those involved

For fishing vessels, this resolution allows for the management of accidental catches of species such as blue whiting, hake, or monkfish without prematurely exhausting their main quotas, provided these species share a distribution area. It is established that up to 9% of the available adapted quotas of the main species may be accounted for by eligible stocks (Annex IB). Shipowners with individual quotas must calculate for themselves the amount of the main species corresponding to them according to their adapted quota (Annex IB).
