Equine farming: requirements for accessing equine farming insurance

Order APA/290/2026 defines the conditions for accessing equine farming insurance under the Combined Agricultural Insurance Plan. To be eligible, breeding, production, and fattening farms must hold a REGA code (Art. 1.1.a) and comply with traceability and identification regulations (Art. 1.1.b). The regulation also establishes definitions for farms, breed types (including native and select breeds), and the categories of farms eligible for coverage (Art. 3 and 4).

In 3 key points

  1. Obligation to insure all eligible farms of each category owned (Art. 4.2) (art. 4.2)
  2. Requirement to have an assigned farm code according to the General Registry of Livestock Farms (REGA) (Art. 1.1.a) (art. 1.1.a)
  3. Fattening farms must be dedicated to fattening for direct and exclusive supply to slaughterhouses (Art. 3.3) (art. 3.3)

How it affects those involved

Horse farmers must insure all eligible farms of each category they own to be able to take out the insurance (Art. 4.2). Pure Spanish Breed (Pura Raza Española) farms and other specific native breeds (such as Asturcón, Marismeña, or Pottoka) must comply with additional zootechnical standards to be admitted (Art. 1.1.c and Art. 3.4). Fattening farms must have a specific zootechnical orientation registered in the REGA (Art. 3.3).
