The Permanent Commission of the CGPJ has approved the proposals from the Governing Chamber of the High Court of Justice of Catalonia regarding the constitution, operation, and distribution of cases within its various Chambers for 2026 (Agreement of 25 November 2025). The agreement regulates the internal organisation of the Chamber under Art. 77 LOPJ, the Civil and Criminal Chamber, and the Administrative Litigation Chamber, establishing specific criteria for the formation of courts and the assignment of reporting judges (Uno).
For litigants with pending matters in the Catalonia High Court, the regulation ensures operational continuity and predictability in the formation of courts for the 2026 period. It does not alter substantive rights but defines the structure of the courts that will handle admissions, civil, and criminal matters (Uno, rules 1 to 5). The President of the Catalonia High Court will benefit from a 90% exemption in the distribution of civil and criminal cases, without affecting the presidency of criminal trials (Uno, section B).
