The demonstrations of 27 February 1981 declared a Site of Democratic Memory

The State Secretariat for Democratic Memory has declared the 1981 demonstrations in defence of democracy and the Constitution as a Site of Democratic Memory, in accordance with Law 20/2022 (Agreement of 11 February 2026). This declaration entails definitive registration in the Inventory of Sites of Democratic Memory and the promotion of dissemination, tribute, and signage measures by the Administration (Art. 52.1 of the Democratic Memory Law).

How it affects those involved

Parties involved in the procedure will be notified directly of the agreement (Art. 4 of Law 39/2015). The General State Administration assumes the obligation to promote audiovisual and digital resources, as well as the installation of commemorative plaques or panels (Art. 52.1 of the Democratic Memory Law). Affected parties have one month to file an optional appeal for reversal or may pursue judicial review through the contentious-administrative route before the National High Court (Arts. 123 and 124 of Law 39/2015; Art. 11.1.a of Law 29/1998).
