A memorandum of understanding has been formalised between the Directorate General of the Merchant Marine of Spain and that of Uruguay for the mutual recognition of training and certification for seafarers (Art. 1). This agreement is framed within Regulation 1/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 78, as amended) and aims to facilitate professional mobility within the maritime sector.
For maritime professionals (seafarers) from both countries, the agreement allows their certifications and training to be reciprocally recognised, facilitating the performance of their duties on vessels from the other nation. This reduces barriers to entry in the maritime labour market between Spain and Uruguay under STCW 78 standards.
