State-wide youth associations and entities: new regulations for maintenance and equipment subsidies

Order JUI/1097/2026 establishes the new regulatory bases for granting subsidies intended for the maintenance, operation, and equipment of state-wide youth associations and organizations (art. 1). These aids are not project-specific but aim to support the organizational and institutional structure of the youth associative movement (art. 1). The regulation replaces the previous Order SSI/1204/2015 to comply with the new framework of Law 38/2003 on Subsidies and Law 39/2015 (art. 1).

In 3 key points

  1. Eligible expenses: rent, utilities, insurance, communications, non-inventory items, and staff remuneration (Art. 4.1). (art. 4.1)
  2. Prohibition on subsidising investment works, the acquisition of assets that increase capital, or advertising (Art. 4.2). (art. 4.2)
  3. Obligation to submit applications and complete procedures exclusively through electronic means (Art. 5.1). (art. 5.1)

How it affects those involved

For youth associations and entities based in several autonomous communities, the regulation allows for the financing of critical operating expenses such as rent, utilities, insurance, communications, and staff remuneration (Art. 4.1). However, the use of these grants is prohibited for the acquisition of assets that increase capital, the execution of investment works, or the purchase of advertising space (Art. 4.2). Entities must ensure that expenses do not exceed market value and are processed via electronic means (Art. 4.1 and Art. 5.1).
