Public Administrations: agreement on fund allocation for dependency care financing in 2026

The Territorial Council for Social Services and the System for Autonomy and Care for Dependency has approved the Inter-administrative Cooperation Framework for financing the level agreed upon under Law 39/2006 for the 2026 financial year. This agreement establishes the criteria for distributing General State Administration credits among the Autonomous Communities and the autonomous cities of Ceuta and Melilla. The framework is structured through agreements that determine the financing obligations for services and benefits within the System for Autonomy and Care for Dependency (SAAD) (art. 10.1 and 32.3 of Law 39/2006).

In 2 key points

  1. Accreditation and quality fund for SAAD centres and services endowed with 230,898,978.19 euros (25.53% of the total), Annex I, Section D (anexo I, apartado D)
  2. The distribution of funds will be based on the proportionality of people receiving services, Annex I (anexo I)

How it affects those involved

For the Autonomous Communities and the autonomous cities of Ceuta and Melilla, the agreement defines the roadmap for receiving and managing state funds allocated to dependency care in 2026. The distribution of specific funds, such as those for accreditation and quality, will be carried out proportionally to the number of people effectively receiving services (Annex I, Section D). Administrations must sign agreements with the General State Administration to formalise these financing obligations and ensure the execution of expenditure and investment in accordance with state priorities (art. 32.3 Law 39/2006).
